So I 'll say it: the reason why schools now include much, much less than before because a school' s exclusion rate is now considered in its assessment by Ofsted inspections and by the LEA. There is enormous pressure on schools not to exclude these days, and the easiest way to achieve this is by ... well, not excluded. Just do not.
